According to 2011 Census, a total of  ​451 183 ethnic minorities were living in Hong Kong, making up  6.4% of the whole populationAmong the non-Chinese ethnic groups, there were  133, 018 Filipinos, representing about  1.9% of

the population in Hong Kong.

     

 Filipino was one of the most significant ethnic minorities in Hong Kong.

 

94.4% of the working Filipinos were engaged in “Elementary occupations" because most were domestic helpers; while 4.5 % were engaged in “Clerical support workers/ service and sales workers” and “Professionals/ associate professionals”.   

Analyzed by industry, 99% of the working Filipinos were engaged in the “Miscellaneous social and personal services” sector as a large proportion of them were domestic helper. The remaining was mainly engaged in catering industry, transportation services,wholesale and retail trades and business services sectors.




National Language Policy in the Phillippines

The Philippine Bilingual Education Policy (BEP)

The policy on Bilingual Education aims at the achievement of competence in both Filipino and English at the national level, through the teaching of both languages and their use as media of instruction at all levels.  The regional languages are used as auxiliary languages in Grades I and II. 




The goals of the Bilingual Education Policy :
 

  •  Enhanced learning through two languages to achieve quality education as called for by the 1987 Constitution
  • The propagation of Filipino as a language of literacy;
  •  The development of Filipino as a linguistic symbol of national unity and identity;
  • The cultivation and elaboration of Filipino as a language of scholarly discourse,  and the maintenance of English      as an international language for the Philippines and as a non-exclusive language of science and technology.

The Department of Education Culture and Sports shall  provide the means by which the language policy can be implemented with the cooperation of government and non-government organizations.


The Department shall program funds for implementing the Policy, in such areas as materials production, in-service training, compensatory and enrichment program for non-Tagalogs, development of a suitable and standardized Filipino for classroom use and the development of appropriate evaluative instruments.
